Meet David Shellhorse
David Shellhorse has spent more than two decades working in economic development and infrastructure funding — the unglamorous, behind-the-scenes work that determines whether communities grow well or just grow. That experience gave him a front-row seat to what works, what doesn't, and what North Augusta deserves more of.
Now he's bringing that expertise home. As a candidate for North Augusta City Council, David is running because he believes local government works best when it's honest, attentive, and focused on the whole community — not just the parts that are easy to see. North Augusta is a city worth getting right, and David Shellhorse is ready to do that work.

Meet Barbara Morgan
Meet Barbara Morgan
With nearly 30 years prosecuting cases in South Carolina, Barbara Morgan built her reputation on fairness, rigor, and a steadfast commitment to justice. Appointed by Governor Campbell as the 2nd Circuit Solicitor, she was elected to that role four times - serving Aiken, Bamberg, and Barnwell counties for almost two decades and leading a team that reduced case backlogs by 25% and secured critical reforms in victim‑advocacy services.
Barbara has devoted her entire life to Aiken. Throughout her four terms as 2nd Circuit Solicitor - and in the years since - she has led community‑safety initiatives, guided local nonprofits, and delivered practical solutions. With her proven leadership and deep community roots, she’s uniquely positioned to steer Aiken toward a stronger, more prosperous future.
Key Priorities
I am focused on common-sense solutions that bring growth, accountability, and equal opportunity to every neighborhood in North Augusta.
Protecting Public Safety
Champion fully funded law enforcement and advocate for families, small businesses, and a community where every resident feels safe.
Responsible Growth & Infrastructure
Leverage 20+ years in economic development and infrastructure funding to pursue smart, strategic growth — the kind that serves neighborhoods first.
Fiscal Integrity
Demand transparency at every level of city government. North Augusta residents deserve to know how their money is spent and why.
Supporting Every Corner of North Augusta
Ensure equal focus across all of NA — because a city that only invests in some of its neighborhoods isn't working for its people.
